So they have to progress in their education according to their age. You would just celebrate your birthday on the 28th or 1st. Nothing else changes. You become a year older every year, so on the first you would be a year older. As for aging, they become a year older every year just like everybody else. And with education, districts all have their cut off date for when a child can enter school. Where I'm from I think if you were born after a certain date in September then you weren't allowed to enter school until the next year.
