unfortunately no. those who are born on Feb 20th do not age until every 4 years. So they have to progress in their education according to their age. If they buckle down and study they will graduate high school when they turn 60!

it's always a joyous occasion

It actually takes 365 and 1/4 day for the Earth to revovle around the sun, So they just decided to add an extra day every 4th year. You would just celebrate your birthday on the 28th or 1st. Nothing else changes. You become a year older every year, so on the first you would be a year older. There is no way a person can become a YEAR older every 4 YEARS.

They are treated like any other person so they graduate along with their class (as long as they pass the requirements to do so)

I've been told that some doctors will ask if you want to change the date of your babies birth if they were born on Feb. 29th, but I really don't know if that is true.

As for aging, they become a year older every year just like everybody else.

And with education, districts all have their cut off date for when a child can enter school. Where I'm from I think if you were born after a certain date in September then you weren't allowed to enter school until the next year. So I think it all depends on the district and their cut off dates so its pretty much just like everybody else :)
