The US is suppose to be about individual liberties and freedoms, not special treatment for collectives and groups.

The US is suppose to be about equal opportunity, not socialized equal outcome.

You forgot to read other AP articles and add these points:

Rescinding a Bush policy of defending any legal reason to withhold information, Obama ordered agencies to release any information whose disclosure wasn’t prohibited by law or wouldn’t cause foreseeable harm.

That proves nothing.

It would only be 50% more if the exact same number of claims were made against the gov. in 2008 and 2009.

For example, if 500,000 claims were made in 2008 and about 300,000 were refused, that’s about 60%

On the other hand, if 1,000,000 claims were made in 2009 and about 450,000 were refused then that’s 45%.

You have to also mention how many total claims were made. I don’t know, do you?
